前 言

PPP 是英文Public-Private Partnerships 的简称，可以简单地翻译为“公私合营关系”或者“公私合作关系”（政府和社会资本合作关系）。泛指政府与私营商签订长期协议，授权私营商代替政府建设、运营或管理公共基础设施并向公众提供公共服务。

为鼓励PPP模式发展，财政部分别于2014年11月、2015年9月、2016年10月连续推出三批PPP示范项目，项目数量分别为26个（原30个，后调出4个）、206个、516个，总投资金额分别为1800亿元、6589亿元、11708亿元，同时要求三批示范项目应于2016年底前、2017年3月底前、2017年9月底前完成采购。发改委也分别于2015年7月、2015年12月、2016年9月分别推出1.97、2.26、2.14万亿PPP项目，总容量大幅提升。截至2016年6月30日，财政部两批232个示范项目总投资额8025.4亿元，其中执行阶段项目105个，总投资额3078亿元，落地率达48.4%，与3月末相比（35.1%）显著提升；发改委第一批、第二批PPP项目签约率分别57.8%、16.8%，执行情况较为乐观。

从具体省市分布来看，按照财政部口径，截至2015年6月底，按项目数量排名，前五大省（区、市）依次是贵州、山东（含青岛）、新疆、四川、河南，拥有项目分别为1665个、1034个、784个、748个、699个，合计占入库项目总数的53.1%。按照发改委口径，前五大省（区、市）依次是云南、四川、甘肃、安徽、新疆，分别为175、127、122个、99个、70个，合计占项目总数48.1%。从省市分布上也可以看出，中西部地区PPP项目较多。

未来，从不同区域PPP项目投资领域需求看，在污水处理领域，除辽宁、上海、江苏、浙江、山东、广东城市的日处理能力较高外，其他省市城市的处理能力均有待提高，这些省市未来污水处理PPP项目的投资需求较大，投资机会较多。在城市生活垃圾处理领域，吉林、辽宁、黑龙江、湖南、广东、云南、甘肃、青海、新疆等省市的城市生活垃圾无害化处理率有待提高，生活垃圾处理PPP项目的投资需求较大，投资机会较多。

建湖县确定2017年基本实现农业现代化

9月26日下午，建湖县委、县政府召开全县推进农业现代化战略动员会议，出台《关于实施农业现代化过程的意见》，确定2017年基本实现农业现代化。会议明确农业现代化是新型工业化的重要支撑，是推进新型城市化的重要动力，可以加快经济国际化进程。把实施农业现代化战略作为推进科学发展、建设幸福建湖的基础战略，会议要求强化领导，落实责任，形成合力，倾斜支持，全党动员，全民动手，齐心协力，真抓实干，确保到2017年基本实现农业现代化。农业现代化战略分两个阶段推进，第一阶段到2013年。县委办、政府办制定《建湖县实施农业现代化工程三年目标任务分解表》，其中对农机化发展提出明确要求：要加快现代农业装备提升工程，大力推广水稻机插秧、秸秆还田技术，积极发展高效设施农业机械化，加强农机农艺融合。到2013年，全县农机总动力44万千瓦，基本实现水稻种植机械化，机插率达到80%，粮油生产综合机械化水平达85%，农业综合机械化水平达75%。三年间每年新增插秧机400台、大中型拖拉机200台、大中型秸秆还田机400台、特色农机500台套。

2010年是我县发展史上极不平凡的一年。在市委、市政府和县委的正确领导下，全县上下深入贯彻落实科学发展观，积极融入江苏沿海开发和长三角一体化发展，大力实施新型工业化和城镇化双轮驱动战略，经济社会呈现出科学发展、加快发展、创新发展、和谐发展的良好局面。全年实现地区生产总值238亿元，同比增长15%；财政收入40.6亿元、地方一般预算收入20亿元，分别增长54.1%、52.6%，其中近湖镇财政收入6.3亿元，继续在苏北领先，庆丰、上冈、颜单3镇财政收入首次超亿元；全社会固定资产投资182亿元，增长36%；规模以上工业增加值102亿元，增长15%；城镇居民人均可支配收入16080元、农民人均纯收入8530元，分别增长15%、12%；社会消费品零售总额81亿元，增长20%。我县被认定为中国产业发展百强县、江苏省新型工业化产业示范基地，跻身全国县域经济百强县行列。 ——始终把调结构、转方式作为经济工作的主线，着力在产业升级、项目推进、园区建设和集约发展上下功夫，经济结构不断优化

产业层次全面提升。主导产业提速发展。大力发展特色产业，石油装备产业加强与国内外大企业、大集团合作，新

上了采油树、抽油机等一批产业高端项目，核心竞争力明显增强，我县被认定为国家火炬计划石油装备特色产业基地、省优质石油装备产品生产示范区，信得公司承担的国家“十一五”重大科技专项“防硫井控装臵研制项目”通过国家级验收；节能灯具产业加快技术革新和品牌建设，自动化装备水平明显提升，日月公司LED研发成效显著，豪迈公司、东林公司先后在国家高效照明产品推广项目中成功中标。倾力扶持新兴产业，森达生物工程项目进展顺利，航空产业园启动建设，航空特种车辆等3个项目成功落户并快速推进。全力升级传统产业，森达鞋业公司运行质量稳步提升，全年入库税收1.14亿元，年产1000万双皮鞋生产线项目开工建设；象王公司入库税收增长3.2倍；城工企业运行质量提高，东华公司入库税收实现翻番。高效农业规模发展。坚持用抓工业的思维抓农业，全年新上高效规模农业项目50个，新增市级以上农业龙头企业10家，华东花卉苗木市场投入运行，农产品批发市场启动建设，农产品加工集中区初具规模。坚持用抓开发区的办法抓农业产业园区建设，规划建设了十大现代农业产业园区，全年新增高效农业面积6.2万亩，其中设施农业面积1.5万亩，颜单镇有机稻米被确定为国家级农业标准化示范项目，芦沟镇被认定为“中国杂交稻制种繁育第一镇”。坚持用抓产业集群的方式抓特色产业和重点品种，初步建成204国道沿线设施栽培、建蒋线观光休闲农业、戛粮河特水养殖及水生作物3条万亩现代农业示范带，形成了优质粮、水产水生作物、花卉苗木、设施蔬菜、特色畜禽五

大主导产业。现代服务业配套发展。突出生产性服务业集聚区建设，世宇物流被认定为江苏省重点物流企业。突出交易综合市场建设，钢材大市场实现营业额32亿元、入库税收3800多万元；银海物流中心建设全面启动，入库税收增长

4.5倍。突出电子商务平台建设，石油机械电子商务平台建成运营，节能灯具、农副产品及花卉苗木电子商务平台正在建设。突出金融服务体系建设，昆山农商行建湖支行、县农商行、汇邦农村小额贷款公司相继建成开业，成功创建省级金融生态示范县。

项目推进势头强劲。抢抓招商机遇，把握招商个性，主动对接中石油、中国商飞等大型央企和美国WFT、EA等国外知名企业，寻求重大项目突破，全年新开工超千万元项目352个， 其中超5000万元项目200个、超亿元项目101个。强化帮办责任，推促项目建设，全年共竣工超千万元项目263个，其中超5000万元项目56个、超亿元项目51个；列入市“三百工程”的15个项目提前竣工，综合排名位居全市第一。推进企业做大做强，全年入库税收超千万元企业达22家，比上年净增5家，其中入库税收超亿元企业1家、超5000万元企业3家。

园区承载功能增强。全年共实施基础设施工程60多项，新开工超亿元项目89个，竣工超亿元项目45个。县开发区加快发展，重点实施商务区、智苑人才公寓、光谷大厦（节能电光源研发、质检、展示中心）等工程建设，实现入库税收4.5亿元，节能电光源产业园被评为省级特色园区。高新

产业区启动科技创新创业园、航空产业园等特色区中园建设，新上超亿元项目29个，其中超5亿元项目6个。上冈产业园全年新上超亿元项目20个，实现入库税收4200多万元，跻身江苏省小企业创业示范基地行列。民营创业园新建标准厂房23万平方米，新入园企业68家，成为全市唯一的3A级中小企业创业园，实现入库税收8800多万元。石油装备产业园引进凯卓立汽车成套设备、永达汽油发动机等23个超亿元项目，建成区面积达3000亩，实现入库税收7700多万元，被列为全省15个特色装备产业基地之一。

集约发展取得实效。加强节能减排工作，全年单位GDP能耗比“十五”末下降20%；COD、SO2排放量在“十五”末的基础上分别削减12%、4%。深入推进化工、花炮行业专项整治，制定4家骨干化工企业中间体退出方案和时间表，关转11家花炮生产企业。加大污水处理工作力度，全年铺设道路污水管网18公里，城北污水处理厂二期工程和城东污水处理厂建成投运。注重土地资源的集约利用，保护资源和保障发展协调推进，全年复垦土地3000多亩。
