第五章 外部性P100

2. In the following figure, the number of parties that Cassanova gives per month is measured on the horizontal axis, and dollars are measured on the vertical. MCp is the marginal cost of providing parties and MBp is Cassanova’s marginal benefit schedule from having parties.

a. Graphically, show how many parties Cassanova

will host.

b. Suppose there is a fixed marginal external benefit, $b, per party to Cassanova’s friends. Illustrate this on your graph.

c. What is the socially (no pun intended) optimal level of parties? How could the Social Committee induce Cassanova to throw this number?

d. On your graph, show the optimal subsidy per party and the total amount paid to Cassanova. Who gains and loses under this plan?

答案

2.

a.

b.

c.

d. The number of parties per month that would be provided privately is P. See schedule MSBp. P*. Give a per-unit subsidy of $b per party. The total subsidy=abcd. ―Society‖ comes out ahead by ghc, assuming

the subsidy can be raised without any efficiency costs. (Cassanova’s

friends gain gchd; Cassanova loses chd but gains abcd, which is a

subsidy cost to government.)

7. The Finger Lakes region of New York State attracts tourists who wish to sample its superb wines. In recent years, hog-raising farms—some with more than a thousand hogs—have taken root in the region. The smells emanating from the massive amounts of pig manure adversely affect the tourism. ―Wine and swine, in other words, do not mix‖ [Chen, 2001, p. L1].

Imagine that the Little Pigs (LP) hog farm is situated near the Tipsy vineyard. The following table shows, for each level of LP’s output, the marginal cost of a hog, the marginal benefit to LP, and the marginal damage done to Tipsy:

a. How many hogs does LP produce?

b. What is the efficient number of hogs?

c. The owner of LP gets tired of Tipsy’s complaints about her hog farm, and she buys out Tipsy. After the merger, how many hogs does LP produce?

d. How does the merger affect the sum of the profits earned by LP and Tipsy?

答案:

7. a. When the Little Pigs hog farm produces on its own, it sets marginal benefit

equal to marginal cost. This occurs at 4 units.

b. The efficient number of hogs sets marginal benefit equal to marginal social cost, which is the sum of MC and MD. At 2 units, MB=MSC=13.

c. The merger internalizes the externality. The combined firm worries about the joint profit maximization problem, not the profit maximization problem at either firm alone. Thus, the LP farm produces 2 units, the socially efficient amount.

d. Before the merger, the LP farm produced 4 units. By cutting back to 2 units, it loses marginal profit of $3. On the other hand, the Tipsy Vineyard’s profits increase by $20. Thus, profits increase by $17 altogether.

8. The private marginal benefit for commodity X is given by 10 _ X, where X is the number of units consumed. The private marginal cost of producing X is constant at $5. For each unit of X produced, an external cost of $2 is imposed on members of society. In the absence of any government intervention, how much X is produced? What is the efficient level of production of X? What is the gain to society involved in moving from the inefficient to the efficient level of production? Suggest a Pigouvian tax that would lead to the efficient level. How much revenue would the tax raise?

答案:

8. Private Marginal Benefit = 10 - X

Private Marginal Cost = $5

External Cost = $2

Without government intervention, PMB = PMC; X = 5 units.

Social efficiency implies PMB = Social Marginal Costs = $5 + $2 = $7; X = 3 units.

Gain to society is the area of the triangle whose base is the distance between the efficient

and actual output levels, and whose height is the difference between private and social marginal cost. Hence, the efficiency gain is ½ (5 - 3)(7 - 5) = 2.

A Pigouvian tax adds to the private marginal cost the amount of the external cost at the

socially optimal level of production. Here a simple tax of $2 per unit will lead to efficient production. This tax would raise ($2) (3 units) = $6 in revenue.

9. Suppose that two firms emit a certain pollutant. The marginal cost of reducing pollution for each firm is as follows: MC1 _ 300e1 and MC2 _ 100e2, where e1 and e2 are the amounts (in tons) of emissions reduced by the first and second firms, respectively. Assume that in the absence of government intervention, Firm 1 generates 100 units of emissions and Firm 2 generates 80 units of emissions.

a. Suppose regulators decide to reduce total pollution by 40 units. In order to be cost effective, how much should each firm cut its pollution?

b. What emissions fee should be imposed to achieve the cost-effective outcome? How much would each firm pay in taxes?

c. Suppose that instead of an emissions fee, the regulatory agency introduces a tradable permit system and issues 140 permits, each of which allows the emission of one ton of pollution. Firm 1 uses it political influence to convince the regulatory agency to issue 100 permits to itself and only 40 permits to Firm 2. How many, if any, permits are traded between the firms? What is the minimum amount of money that must be paid (total) for these permits? By how many tons does each firm end up reducing its pollution?

答:

9. a. The total cost of emissions reduction is minimized only when the marginal costs are equal across all polluters, therefore a cost-effective solution requires that MC1 = MC2 or that 300e1 = 100e2. Substituting 3e1 for e2 in the formula e1 + e2 = 40 (since the policy goal is to reduce emissions by 40 units) yields the solution. It is cost-effective for Firm 1 to reduce emissions by 10 units and for Firm 2 to reduce emissions by 30 units.

b. In order to achieve cost-effective emission reductions, the emissions fee should be set equal to $3,000. With this emissions fee, Firm 1 reduces 10 units and Firm 2 reduces 30 units, but Firm 1 has to pay $3,000 for each unit of pollution they

continue to produce, which gives them a tax burden of $3,000 x 90 (Firm 1

generated 100 units in the absence of government intervention) or $270,000. Firm 2 has a lower tax burden because it is reducing emissions from 80 units to 50 units. Firm 2 pays $3,000 x 50 = $150,000. As the text concludes, the firm that cuts back pollution less isn’t really getting away with anything because it has a larger tax liability than if it were to cut back more.

c. From an efficiency standpoint, the initial allocation of permits does not matter. If the two firms could not trade permits, then Firm 2 would have to undertake all of the emissions reduction. Initially, Firm 1’s MC is zero, while Firm 2’s MC is $4,000, so there is a strong incentive for Firm 2 to purchase permits from Firm 1. Trading should continue until MC1 = MC2, which is the cost-effective solution. This means that the market price for permits will equal $3,000, the same as the emissions fee. At this price, Firm 2 will purchase 10 permits from Firm 2,

allowing Firm 2 to reduce emissions by 30 rather than 40 and requiring Firm 1 to reduce emissions by 10. This solution is the same as the solution achieved with the emissions fee. However, Firm 1 is better off because instead of having to pay taxes, it will receive a payment of $30,000 for its permits. Firm 2 must pay

$30,000 for the extra permits, but it also avoids the payment of taxes. The

government lost $420,000 in tax revenue. The firms must still pay the cost of emissions reduction, plus Firm 2 must pay for the permits purchased from Firm 1.

第六章 政治经济学P128

9. Assume that the demand curve for milk is given by Q _ 100 _ 10P, where P is the price per gallon and Q is the quantity demanded per year. The supply curve is horizontal at a price of 2.

a. Assuming that the market is competitive, what is the price per gallon of milk and the number of gallons sold?

b. With the connivance of some politicians, the dairy farmers are able to form and maintain

a cartel. (Such a cartel actually operates in the northeastern United States.) What is the cartel price, and how many gallons of milk are purchased? [Hint: The marginal revenue curve (MR) is given by MR _ 10 _ Q/5. Also, remember that the supply curve shows the marginal cost associated with each level of output.]

c. What are the rents associated with the cartel?

d. Suppose that in order to maintain the cartel, the dairy farmers simply give lump-sum campaign contributions to the relevant politicians. What is the maximum contribution they would be willing to make? What is the deadweight loss of the cartel?

e. Suppose that instead of lump-sum contributions to politicians, the dairy farmers hire lobbyists and lawyers to make their case in Congress. How does this change your estimate of the deadweight loss associated with this rent-seeking activity?

{cityorcountry英语作业}.

答案:

9. a. With the demand curve of Q=100-10P and a perfectly elastic supply curve at P=2,

then the milk is sold at a price of $2, and a quantity of 80 units is sold.

b. The marginal revenue curve associated with the inverse demand curve

P=10-(1/10)Q is MR=10-(1/5)Q, while the marginal cost curve is MC=2. The

cartel would ideally produce a quantity where MR=MC, or 10-(1/5)Q=2, or

Q=40. The price associated with a cartel quantity of 40 units is P=10-(1/10)*40,

or P=6.

c. The rent associated with the cartel is the product of the marginal profit per unit

and the number of units produced. The marginal profit per unit of milk is $4

(=$6 price - $2 marginal cost), while 40 units are produced. Thus, the rents

equal $160.

d. The most the cartel would be willing to contribute to politicians is the full

economic rent of $160. The cartel situation, the quantity of milk produced is

too low from society’s point of view. The deadweight loss triangle is computed

using the difference between the cartel output and competitive output as the

―base‖ of the triangle, and the difference between the cartel price and competitive

price as the ―height.‖ Thus, the triangle is equal to (1/2)*(80-40)*($6-$2)=$40.

e. As Figure 6.5 in the textbook shows, the deadweight loss could now go as high

as the sum of the conventional deadweight loss and the rents, or $160 rents + $80

DWL = $240. This is because, as noted in the text, ―rent-seeking can use up

resources – lobbyists spend their time influencing legislators, consultants testify

before regulatory panels, and advertisers conduct public relations campaigns.

Such resources, which could have been used to produce new goods and services,

are instead consumed in a struggle over the distribution of existing goods and

services. Hence, the rents do not represent a mere lump-sum transfer; it is a

measure of real resources used up to maintain a position of market power.‖

1. A country's image and influence arise from its comprehensive power which includes the hard power and soft power, please define a country's soft and hard power and illustrate the role they play in shaping a country's image and influence and interpret either of the two countries' soft and hard power and at last analyze the factors that contribute to them:

soft power is a kind of indirect power, an ability of getting what you want by attraction rather than coercion and inducement. It means that soft power is more emphasis on attraction and voluntary, without being forced. Generally speaking, soft power refers to the political system that a country relies on, the appeal of cultural value, the affinity of national image, and some other invisible influence. Compared with hard power, it is intimately associated with social system, ideology, cultural tradition, religious belief and some other invisible power resources, finally expressing as the appeal of a country to other countries. In contrast, hard power is intimately associated with visible power resources, such as military and economic. Hard power is the foundation of a national power. And it belongs to the dominant power, which can change others' behavior or decision directly. In other words, it usually relies on the strong power or high pressure to achieve purpose, as problems are being addressed. Hard power refers to economic power, military power and the power of modern science and technology.

hard power is the visible power showed in the international community. It can force other countries or make other countries take the opinion seriously, including military power and economic power. The specific measures are as follows: coercive diplomacy, war and military alliance to force, deter and protect; economic assistance, bribery and economic sanctions to induce and coerce. However, soft power sort of conveys the strength gently. Due to the increasing influence of soft power in international relations, major powers also pay attention to enhance the soft power, when they are busy to improve the hard power. Now, there are competitions, induction, attraction and fusion among various kinds of soft powers. For example, in the American diplomatic history, especially in the strength of Hard times, American government often took advantages of their own hard power to seduce, scant or saber-rate others, even without consideration about the international system, international law and basics of contemporary international relations. For soft power, American government impacts on other countries by cultural communication, domestic policy behavior (democracy, etc.), international system (defense of human rights, etc.) and diplomacy behavior. In general, every country would make use of all soft power and hard power, as political ideas, economic ideas, cultural ideas, military ideas, diplomatic ideas and legal ideas, or their combinations, to serve their own

behalf. enjoy a huge advantage of soft power resources, and the most powerful resources of hard power in the whole world. Both the American people and the government, surprisingly consist on this point of view. We have to admit that only America can do this. In terms of hard power, the energy resources are rich, industry is the best, the proportion of economic output in the world remains around 1/4 to 1/3, and it’s the biggest nuclear weapon state. About soft power, Hollywood movie studios, universities, multinationals and some other things play a very important role in the spread of the mass culture, knowledge, values, lifestyles and the political system. To a certain extent, the effect of these non-governmental organizations exceed the government. Coca Cola and McDonald's is popular all over the world, and even change the diet habits of many countries and regions, I would say.

Generally speaking, the sources of soft power are culture, political values and diplomatic policy. There are seven kinds of factors that contribute to the soft power. Firstly, the attraction and infection of culture; secondly, the attraction of ideology and political values; thirdly, the morality and justice of diplomatic policy; fourthly, the affinity of handling relations between countries; fifthly, the attraction of development path and system model; sixthly, guiding ability, strategizing ability and control ability of international norms, international standard and international mechanism; the last one is the degree of praise and recognition of the international image. Normally, there are six kinds of factors for hard power. Firstly, human population, including quantity, structure, distribution, and growth rate; secondly, geographical conditions, including location, territorial waters, proportion, landform and climate characteristics; thirdly, natural resources; fourthly, economic force; fifthly, military force; the last one is technology, which is the most active factor.

2. Among all the contents we deal with in the course, select a person, an event, a period or something else that impresses you most and interpret the reasons for the deep impression:

Among all the persons we talk about in the course, I would prefer Hillary Rodham Clinton. She is a former United States Secretary of State, U.S. Senator, and First Lady of the United States. What’s more, Clinton was a leading candidate for the Democratic presidential nomination in the 2008 American Presidential Election. We can say that Clinton is one of the most successful female politicians in the whole world, but it’s not the only reason why I admire her.

First of all, her political capacity impresses me, which is widely commended by the

whole world. Under the present gender culture, so to speak, female politicians are more difficult to stand out. And unlike "Iron Lady" Margaret Thatcher, Clinton needs to do more to get over William Jefferson Clinton’s influence. Clinton can be the most powerful First Lady in the history of America, and the most powerful female in the world, which means she has a great ability of politician. Anyway she is the only female who is closest to president in America. In addition, when William Jefferson Clinton had an affair with Monica Lewinsky, what she did showed her calm and strong mind very fully. The rumor didn’t take her down. She dealt with it without losing her faith and dignity. There is a drama named “The Good Wife”, is based on this story. The last point is her independence. She refused to change her last name when she got married. Further more, before they lived in the White House, she earned more than her husband. Instead of standing quietly by her man, Clinton chooses to stand with her man or maybe be ahead of him. Like she said, “My husband is not secretary of state, I am,” and “I am not going to be channelling my husband.”

Undoubtedly, Clinton is another politics of the iron lady. Her whole life reveals the spirit of contemporary female. And that’s why I admire her.

3. Western culture has invaded and penetrated into every corner of our life, summarize the positive and negative effects of the western culture on China in general and also write a subjective comment on the effects of the western culture on you: western restaurants, photo studios, theaters and so on, appear everyway in China. It provides us with different kinds to choose. When the choices become wider variety, the intensity of competition in the market would increase. It means that introduction of foreign cultures presses and impacts local culture, helping local culture grow. Meanwhile, diverse selection brings great convenience for the life of people, and simultaneously saves lots of time.

B. because of the widespread application of English, now the whole world can communicate with each other and change information easily. We can know what happened in New York, without being in New York. I think it’s great for the development of science and technology in China. Imagine this, a scientific progress can be shown in front of the whole world, everyone can discuss about it, find its errors, perfect it and use it. For the countries that don’t have the best scientific strength, just like China, it’s the best way to learn from others.

C. some other good elements of western culture do affect Chinese. For example, in modern western society, the lives of most old and disabled people are secured by perfect social insurance system, so the prevalence of individualism has few problems. We learned

from them to establish the social insurance system, and accomplished it step by step, so more and more disadvantaged people’s life are insured in Chinese society. And the western culture told us to give women the equal right. Now more and more talented women are using their ability to improve themselves. So we should thank those people who fight for the women’s right in the early western counties.{cityorcountry英语作业}.

A. due to the influence of western culture, lots of persons abandon Chinese local culture totally. To learn from foreign countries is entirely different from worshipping everything foreign.

B. compared with serious Chinese culture, the western culture is more interesting. For example, more and more Chinese teenagers prefer to enjoy American TV play or British TV play, especially Hollywood movies, relatively speaking, they barely watch domestic play. The culture shock is bad for our native culture. China, deeply changed the Chinese way of life, Chinese began to drink coke, pay attention to Hollywood, watch the NBA, be addicted to western festivals; what’s more, the level of Chinese is measured by English. It’s hard to judge about the effects. In my opinion, western culture had changed my generation subtly. We enjoy the Hollywood movies, listen to English country songs, chase and talk about elegant movie stars, and eat KFC, McDonald's or pizza. As for me, it’s really good to accept the western culture. Anyway, it can provide me another choice, for example, when I am tired about the guff of some Chinese TV play, I can enjoy the Oscars. Because of the introduction of western culture, we live in a better environment, having a more convenient material life. However, because of the same reason, we become more impulsive and lost. Now everything is about the money. There are advantages and disadvantages to combine Chinese culture and western culture. It actually depends on how you look at it.

乡村生活与城市生活的比较(Country life and city life) 乡村生活与城市生活的比较

1、乡村生活有很多好处

2、城市生活也有很多好处

3、两种生活都有弊端

What are the differences between city life and country life? When we talk about the city life, we will surely think of tall build-ings, busy streets, flourishing bussinesses and a great many ad-vanced pieces of equipment. What about the country life? The first feeling coming into our minds is peace and quiet. In the country-side , people live a quiet life. They have less noise and pollution than people who live in the city. City life and country life, which is better? The answer is not certain. People who live in the country want to be city people. In their thoughts, city is full of chance and adventure. Today many country youth leave their hometown for big cities in search of a lot of money and good jobs. With the development of industry, more and more pollution is coming out in cities. Citizens have to put up with noise, harmful smoke and dirt. The air is not clean enough for people, especially in the downtown areas. The majority of citizens are tired of overcrowded conditions and bad environments. But in the country, the condition is obviously different. It is pleasant to live with green mountains, clear springs and grand plains. Blue sky, green trees, red sunsets and golden crops. Wow! What a lovely picture! So at present, more and more citizens are eager to escape from the city.

In the old days, there was a clear difference between city and countryside. But now some countries look like modern cities, while some cities are as beautiful as the countryside.

If we pay attention to protecting the environment while we are developing industry, the city can also have the advantages of the countryside. And we shouldn't forget to develop the country-side. If so, we, the city people or country people, will enjoy both modem and peaceful lives!
