绥化市2017年初中毕业学业考试总体说明

（征求意见稿）

一、命题指导思想

以“2011版课标”为依据。以“2016年中考试题”为基础。注重初中教材知识的全面考查，强化教学知识点不遗不漏；注重基础知识考查，强化为高中的继续学习奠基；注重试题的梯度设置，强化对不同层次学生的选拔；注重能力考查，强化实际应用，注重与高中知识和高考题型的衔接，强化为学生的终身发展负责；注重试题源于教材，强化对课外资料的淡化使用；注重试题改编或自编的合理性，强化公平竞争；注重稳中求新，强化试题不落俗套。努力给初中教学以正确导向，促进教学方式方法转变，全面提高教学质量，为我市基础教育的发展做贡献。

二、考试科目

初二年级：地理和生物（合卷）

初三年级：政治和历史（合卷）

毕业年级：语文、数学、英语、物理、化学、政治（四年制）。

说明:三年制毕业生物理和化学不合卷。

三、命题原则

1.基本原则

（1）全面性原则。考查的知识点力求全面（上一年没考到的知识点要尽量纳入今年的考试内容），重点内容适当突出。

（2）基础性原则。注重基础知识考查，面向全体学生。遵循教材和课标最基本要求，不拐弯、不设阻，考查一目了然应知应会的内容。

（3）选拔性原则。试题要利于选拔，对中、难档试题要依规定的比例设置好梯度，使考试成绩能够真实反映出学生实际的学习程度。

（4）创新性原则。严禁按固定式、格式化的模拟方式进行命题，提倡灵活，鼓励创新，在题型设计、考查角度、试题呈现方式等方面要有所变化。

（5）能力性原则。试题注重学生自主学习能力、创新能力、实践能力和综合运用所学知识分析问题、解决问题能力的考查。

（6）实践性原则。试题要尽量贴近学生的学习和生活实际，注重考查学生运用所学知识解决身边实际问题的能力。

（7）连续性原则。从利于学生高中学习和高考出发，命题要充分考虑到与高中所学知识和高考题型的衔接，重视知识的连续性。

（8）难点分散性原则。试题的难点不要过于集中，

尽量分配在多个题目当中。选择题以基础题为准，填空题以基础题为主。

（9）重组公正性原则。不允许出教材、资料和近几年考过的原题，提倡改编重组，支持原创，严防出任务题和意向题，确保公正性。

（10）准确性原则。不出偏题、怪题、死记硬背、计算繁琐和模棱两可的试题，确保试题准确、严密，经得起推敲，不出现任何纰漏。

2.命题范围

学生初中阶段所学的教材知识应全部列为考查内容。

数学学科的“选学”内容和“数学活动”内容；英语学科的“反义疑问句”；物理学科的“科学世界”均纳入考试内容。

各年级知识比例原则上高年级不得低于低年级，但生物等学科可根据本学科特点做适当调整。

不列入2017年中考的内容有：

（1）老版教材（语文、政治、历史）在2011版新课标中已被删除的内容；

（2）老版教材（语文、政治、历史）与2011版新课标（或新老版教材）在说法和要求上不尽一致的内容；

（3）小学六年级课程；

（4）英语听力；

（5）数学学科计算器使用操作内容；

（6）语文学科自读课文（带*号）；

3.试题难易度

严格按7：2：1的比例合理设置易、中、难试题梯度。在命题时，要具体划分五个档次进行把握（见下表）。

4.试题变化

2017年中考试题在2016年基础上整体保持相对稳定，命题思路、方式方法等基本不变。但要坚持稳中求变，稳中求新，具体变化内容如下：

(1)总体变化

①要强化基础题的基础性程度，确保按规定的比例和标准命题，努力提高及格率。

②加大试题源于教材的力度，尽量少用或不用课外资料。

③考点在试卷中的位置、题型、呈现方式等要力求有所变化。

④“自主学习”版块不单独设题，可渗透到其它题目当中。

⑤答题书写量要参照答题卡上的答题空间进行调整。{2017个性说说大全}.

(2)学科变化

语文

①语法知识要重点放在语法应用方面的考查，尽量不考语法概念方面的知识。

②“课内理解掌握”版块中的现代文要对原文适当进行改编；“课外阅读理解”版块减掉一道现代文的题目。（课内理解掌握和课外阅读理解的现代文仍在记叙文、议论文、说明文、散文和小说中任选）

③减掉“仿写”题，增加“语句排序”或“短文标题拟写”题。

④适当加大“文化常识”和“国学”知识的考查力

就业协议书的注意事项

1．就业协议书一式三份（复印件无效），毕业生、用人单位和学校各执一份。每一份就业协议书均有唯一编号对应，每位毕业生须对号使用本人就业协议书。毕业生领取“就业协议书”时须在《毕业生就业协议书签领名册》上签名，并牢记自己的“就业协议书”编号，由于个人原因造成“就业协议书”错用、混用、涂改的，责任由学生本人承担。

2．毕业生须维护就业协议书的严肃性，不得互借、复印、涂改、伪造。毕业生就业协议书的管理及使用具体参见《广西大学2017届毕业生就业工作实施意见》。

3. 为了维护就业秩序及用人单位和毕业生双方的权益，毕业生签订就业协议书后原则上不能办理解约手续；如属特殊原因要重新签约的，须于2017年3月后按《广西大学毕业生违约处理暂行规定》办理相关手续。

4.毕业生要妥善保管本人的就业协议书，如有遗失的，须于2017年3月份后办理遗失补办手续。

5．毕业生与用人单位签订就业协议书后，须及时将就业协议书交学院把签约信息录入教育厅就业管理系统，并由学院学工组审核签字后，将第一联（院校留存）就业协议书交由学院存档。请各学院收集本院毕业生就业协议书，于2017年7月统一交到招生就业指导中心（具体时间另行通知）。

1． 就业协议书签约流程

“接收毕业生方案”填写说明

情况一：就业单位接收毕业生档案、户口

情况二：就业单位不接收毕业生档案、户口，档案、户口托管在单位所在地的人才服务机构（一般情况），须到人才服务机构办理手续，取得人才服务机构同意。

情况三：就业单位不接收毕业生档案、户口，档案、户口托管在单位所在地的人才中心，且报到证开往人才服务机构（*少数城市有特殊要求，如：河北省人才中心、湖北省人才中心、浙江省人

才中心、广东省人才服务局、浙江省等），须到人才服务机构办理手续，取得人才服务机构同意。特别提醒：档案转到广东南方人才市场、广西区人才市场、长沙市人才服务中心的，必须开具相关人才市场出具的调档函及档案接收人信息。

关于组织填写2017届毕业生基本信息数据等相关工作的通知及说明

根据教育部和省教育厅对毕业生就业数据信息化建设的要求，确保我校2017届毕业生就业相关工作顺利完成，现对2017届毕业生就业管理系统内就业数据管理及组织学生填写基本数据如下说明。

1、登陆就业管理系统登陆

西华大学就业信息网登陆“毕业生信息管理系统”。学生登陆用户名：学号，初始密码：身份证后6位（如有字母为大写）。登陆后请尽快修改密码，密码错误或遗忘请辅导员修改。

IE6,360及更低版本浏览器与“智慧校园就业管理系统”不完全兼容，请使用Chrome、FireFox等，或升级IE至最新版本，以保证您获得最佳的体验和保证数据完整性。

2、毕业生基础信息完成及审核（要求2016年10月20日以前完成）

全体毕业生填写“毕业生基础信息”，学生登陆后点击“我的个人信息”中“基础信息修改申请”，填写完成后保存。如图1.4：

学生提交基础信息后，由辅导员或就业联系人审核通过或修改后审核通过（“学生信息修改审核”菜单）。

“毕业生基础信息”通过审核后才能进行签约、派遣等信息填写，毕业时学校将根据这些信息作为毕业生报到证打印、档案邮寄、户口迁移等相关工作依据，填写信息时务必准确无误。如图1.5：

关于《2017年北京市历史会考说明》的一些认识

《2017年北京历史会考说明》已经下发，看过之后感觉是近几年变动最小的一次，在历史必修一当中改动了一处子目要求，美苏冷战对战后国际关系的影响，内容标准由b级要求升为c级要求，说明旧冷战结束，但新冷战已经开始，中国外交的态度在发生变化。

在必修二当中,近代以来大众传媒的发展和给人们生活方式带来的巨大变化，合并。其中近代以来，大众传媒的发展，由原来的a级要求升格为b级要求，对于大众传媒这个内容在这次考试中，应该给与充分的重视，而且在后面的例题中，也发生了一些微妙的变化。在 必修二新航路开辟当中，加了两个a级点，分别是达伽马到达印度和麦哲伦环球航行.这些内容最多出现一个单选题而已，如果想复杂的话,那么就在大答题当中作为列举点出现。

必修三文化部分，只改了一处，就是最后一个影视艺术产生发展及对社会生活的影响，由b级降为a级要求,这种变化像走走形式,真要考的话来一个单选题也就可以了。

在例题当中,单选题从2016年的135个例题，降为130个例题。新例题不多，没什么难度。.非选择题,还是14道题,但剪掉了一道必修三的例题，加了一道新题,也就是例题第135题.但熟悉会考的老师应该发现是一种原有例题题目的变化及其重新组合而已，但考法制民主应充分重视。例题的第141题与2016年相比少了最后一问.第143题原来都放在最后一道非选择例题，这次往前调了一下,与内容标准的升级做了一个呼应，非常有意思，不应忽视。

总体而言，2017年会考难度应该是下降的.及格只要付出应有的努力应该没有问题的，但是如果要得优的话还是应该上课认真听讲，跟上老师最后的复习节奏。
